It's called a Gillette ABC Old Type. It's silver plated, and looks to be in great shape. I have a couple, and have used Goddards Silver polish, successfully, to clean them. Congrats on the find. You better jump on that, before someone else does.
First thing today go on back and snap that bad boy up. Nice find. Can't wait for my local market to open up!
You can also soak it is a bowl lined with aluminum foil, filled with near-boiling water and a tablespoon of baking soda. The black tarnish will just disappear. The magic of chemistry. HERM
I've done the aluminium foil soak before, several times, and have found that Goddards and a toothbrush does a better job on silver.
