I'm not very knowledgeable at all about dates, but I do have one of those razors. Loaded up with a Gem blade, it gives a very decent shave.
Its a 1912 patent; however, there were made later than that. From what I have gathered, these were introduced in the late 30's. This version is sometimes called a baton handle. It shaves as well as other 1912 patent GEMs. Some people like the thicker handle better. I can't say that I have ever liked or disliked the larger handle.
