Try shaving with cold water. Most cold water shavers have 0 irritation and razor burn. YMMV

I used to get that in one patch on my neck, and sometimes still do if I am careless while shaving. It might be that the grain of your beard grows in a different direction on that area. If so, try using a somewhat lighter touch with the razor.

Most of the problem disappeared when I started testing Astras =P I still have some "problem" but I think that depends on technique =D

i am by no means an authority
but if i were you, i would put away your straight razor for awhile. adjust your safety razor to a milder setting. reduce the beard with the grain, then accross. light multi passes, until smooth. i can see definite lines in your photo. i think the straight is making them. trust your safety razor, easy light strokes. good luck david
