I thought the tiny drill bit idea was something to try unless you think you might damage something. The other thing I thought of was using a small pick. Something like an O-ring pick or something that a locksmith might use. Or even fashioning a thin piece of wire to snag it with?
Funny you mention that. I used a paper clip and made a small hook on the end. Now the paper clip is stuck. LOL I believe It was meant for me to buy a new razor. lol
I would straighten a paperclip and make an extremely small hook and hook out the cotton ball. I'd worry about chemicals damaging the razor.

Glad to supply a memory. One of my FTO's was a door gunner/crew chief in the 'Nam. He used that all the time.
Idea. Blunt the end of a toothpick and dip it in some Elmer's Glue. Ram it down to where it contacts the cotton and let it dry. Twist and gently extract the whole wad. Repeat as necessary. Of course this assumes you have room to insert a toothpick along with the paperclip and whatever else you've jammed in since.
That's not a bad idea. I'll try that if what I'm going to try doesn't work. There is a screw slot in the bottom after you remove the base plate to disassemble for cleaning. I'm going to try to remove that and see if it is easier to come out then. I'll have to cut the paper clip short because that's the end it's stuck in. But I'll wait to do that later after my frustration wears off. lol
