Frugal, cheap, that's me, but this seems to go well beyong that into OCD territory, or just a filler article they don't seriously expect anyone to try. Would you take blade care this far? How to clean a rusty razor blade
I absolutely wouldn't bother doing all of that I also am frugal as in (CHEAP), but Citric is acid and would over time hurt the blade as much as rust I would think. Also most blades now a days are made of ss anyway. I think I would invest in one of those vintage stropping machines before I did all that work. I usually get an easy 3-6 "comfortable" shaves from a blade. I just rinse and dry after use and then strop the edge ( while the blade is in the razor) on my arm about 5 times (which is probably a bit OCD and a waste of time, but its habit for me now and doesn't add but a few seconds to clean up).
Swish the rusty blade in Clubman. If there's anything left of it afterward, go ahead and use it. Problem solved.
I wouldn't go through all that just for a blade that may cost me ten or fifteen cents. But I like how they have ads stuck in the middle of the steps, especially the one that shows you how to shave your balls. It takes all kinds I suppose.
Way over board to clean, just dip in some isopropyl alcohol should do the job for Germ phobias & a lot cheaper or toss.
I can't see myself doing all that. I can see some of our more enthusiastic colleagues possibly giving that treatment to an exotic vintage carbon steel blade, but even that's a long shot. I wonder what they're smoking over there.

i use a weishi razor as a blade holder between shaves..hot water rinse and air dry..load blade loosely into weishi until my next razor pick..
