Not true. The faster the blade hits the hair, the more likely it is to cut straight through. It's the same principle the impact wrench is based on. How fast it needs to be for a clean cut varies from one individual to another, as does their ability to keep the razor and blade under control.
That razor edge appears to be moving fast to me. A lot of quick, short strokes. Other than that, we'll just have to agree to disagree.
Never really thought about it but the speed of my razor depends on what part of the face I'm shaving.
