I bet that is the real belt.. theypulled all the slack over the back and tie it off then ran the belt under the head rest.. maybe sandwiched the belt under the headrest, so that it is slack enough for him to move around. Just a guess cause I like to be different.,

If they were driving around (as in the first commercials where they'd go to other restaurants and badger (hehehe, badger) them about their food quality compared to Sonics), then there's no need to imply they need a seatbelt on, unless they live in a community or state that requires you to wear a seatbelt at all times in the vehicle, except of course entering and exiting the vehicle. Why not just completely ignore the seatbelt? I always take mine off at the Sonic drive-in - yes, the argument could be made for "what if someone is driving through Sonic parking lot too fast and hits you, the seatbelt could protect you", but then we can play "what if" all day long. Point is, why even bother the detail of a the device that isn't necessary in a parked car off of a street? [/rant] D) mmmmmm, Sonic!
It was probably some lawyer that said, "You've got to have seatbelts on these guys." I've never been very fond of rose scented anything, except roses. See point 8.
I use to eat a Denny's a lot when I lived in Tucson.. would go a lot of mornings and do my paperwork from a patrol night. Not bad chow at all.
