I thought so too. They were basically a way to take your strop with you when traveling without worrying about it getting damaged, and it would take up less space than a strop packed flat. The DE razor put an end to them. And they weren't manufactured much past the early 1900's, no later than the 1920's or so.
Probably wouldn't be all that hard to convert one of those... Strop manufacturers ought to look into it. Junk yards are full of those things.
