My first safety razor was an Edwin Jagger 89 DE. It got damaged so I bought myself a Wilkinson Sword Classic(the black version). I still have it. I always have problems with the against the grain pass just below my chin and on the neck.
I am looking to buy a new razor. What should I get: a slant, an open comb, an adjustable?

Why not a de89? If you liked it...
If you want a different razor maybe a Rockwell 6s?

I had irritation with the DE 89 aswell. Maybe it's my technique or my neck can't handle an ATG pass.

Did you map your beard growth?
Ib the neck my second pass is south to north and the third more or less east to and west to east (a little bit diagonally), that eliminated my irritation on the neck and fits my beard growth better.

Another great option is the Germany made Giesen und Forsthoff Timor (safety bar version), it's kind of milder brother of the de89 / R89. You could simply buy the head (20€) and use the Edwin jagger handle.
Or as I said the Rockwell 6s which gives you six different options of which the de89 is similar to plate 4.

A vintage Gillette Tech is probably the best economical choice for a solid mild razor that performs very well. A Fatip open comb slant (FaTip Lo Storto) is a nice choice. It is inexpensive, is not made of zamac, and despite its aggressive looks, is mild and efficient.

If you are looking to spend high dollars, the possibilities are endless. Knowing your budget and desires can help provide better advice.

I'd go with either a WW 2 Gillette Tech or Super Speed. They can both be bought for $20.00 each, or less, with shipping.

Depends your budget and if you want to stay in the modern realm or willing to try vintage razors.

In my uneducated opinion, the Progress came alive in the middle part of the 1900's, maybe 1950? I think that is old enough to be considered vintage.

My first DE razor was an EJ89, and used it for several years. However I eventually acquired a Gillette Slim adjustable, and a Gillette Black Beauty adjustable. I also acquired several other DE’s, but now use the two adjustables almost exclusively, using the 4 setting with most blades. On that setting they are mild shavers, and may be worth a look to solve your neck irritation issue.
