Probably, but I think @gorgo2 started off with Dawn dish soap and a toothbrush first, which is what I would do too. Same here! I just happened to come across it and bid (it was in Canada). I knew nothing about it and can't find anything on it. Maybe it's a unique Canadian razor? Anyway I like the look of the handle, I'm going to put it on my Niellite 400 bakelite.
There was no way SB alone was going to remove the grime. I near boiled it with Dawn and a degreaser for almost a half hour. Even then, only about 2/3 fell off in the pan so while it was still hot I had to scrub for a few minutes to get the rest of it off. Now thoroughly oiled, it functions like new.
Purple Power or something like that though it ended up not making much difference. Heat and elbow (de)grease were key.

Cooper three piece, made by Conrad or whoever made the Clix EZ Flo (same handle). Or it's a Frankenrazor, Clix handle with a Cooper head. Looking forward to trying this one.
I can't tell how many Gillette twin injector blades are left, but for $8.00 shipped, I'll give it a shot..............
If I'm not mistaken you'll kind of have to "force" a standard blade to fit. I have this Cooper and it used proprietary blades. Just tighten it down and you'll be fine. Sent from my SM-G991U using Tapatalk
