early 30's New LC.looks to be from any of the early u.s.a sets.note the small indent where the handle seats on the baseplate ,and no reissue patent numbers.

I agree that this razor is on the mild side, as i have one in my rotation. Never disappointed when it comes up to the plate, as I have learned that technique trumps tools. I've discovered that being an open comb or straight bar is not a factor in being mild or aggressive. I have mild open combs (my Aristocrat being one) and more aggressive straight bars (my red tip, for example).
I use gillette silver blue in my non comb vintage gillette and it works fine, so that's what i'm using in the long comb.. Sent from my SM-G981U using Tapatalk
certain model gillettes have different blade exposure than others.they also can differ from country to country,i like nacets in techs for example.platinums in others.

the tube is probably cracked,it is suposed to be stationary.if the cap only pops off,the threads are damaged..i would look for a new gold colored handle,New common bar or tech handles work nicely.
Some people take the harbor freight automatic center punch and customize it and make a DE or SE razor handle out of it .... The punch at the link below is currently showing @ 3.99 USD near my location ( price may vary depending on location ) https://www.harborfreight.com/spring-loaded-center-punch-621.html A quick google search will show you PLENTY of tutorials.... All you need to do is take it apart and remove the punch part and then tap the proper size threads into it and then you can use it like normal... They are quick and Cheap to make and come in brass , finding them made in other materials are found at other places depending on your needs..
Once again, thanks, y'all are amazing! It's not actually the threaded part that comes off, it's lower on the handle. The threaded head pops off as a unit and the part that separates isn't threaded. it can easily be epoxied back in place,but you are still missing the the other knob end..it would make the razor usable at least.
Update: so with the help of this fine forum and Enrico, who sent me a working handle, I've been shaving with this old razor. As it is a bit more aggressive, I've had to modify both pressure and angle. So yesterday, I swapped out the Gillette Silver blue I usually use for a Feather. More aggressive razor meets more aggressive blade! I have discovered the true one pass shave. Smooth, clean and only a few weepers. Used Clubman shave cream in a tube. Thanks again everyone!
