I found this wondering through The Compendium. It's made by Walbusch in Germany. I suspect that Merkur bought them out or something. I have a Heredia with the same kind of head. Notice its a slant, but no twist. Flipping to the other edge will reverse the slant.

If I recall the Heredia is a bit on the aggressive side. It's been a while since I've used it. I think the idea of that weird peak in the center of the head, is to one a tactile sense of were "straight" is when the razor is against the face. The blade is off that flat plane, giving it a slant cut. And it looks REALLY weird if one puts the cap on backwards!
