I've thought of that also and I figure it's because they have legions of little Trek bots aboard ship on patrol, continuously re-materializing things and transporting away the trash and such..lol..

that, and Rodenberry spent time in the military. the ship cleanliness reflects its pseudo-military nature. It probably also comes from Rodenberry's desire to portray a shining happy future

although... at least in ST:TNG there are families on board. Do you ever recall seeing an episode where you heard a crying child in the background? Or saw a riding toy left out in the hall?

Well..there is the standard stun setting, but that's mainly used for Klingon infants.. could prove a little aggressive for the human child..:football:
