Have you tried a two-band badger? Nice soft tips but lots of backbone. This is the one I have, and I like it a lot.
Based on what you said you're looking for, I think it's worth checking out. The brush I linked is only $35. I've also heard good things about Frank Shaving 2-band brushes, and they're also pretty affordable.
I haven't tried this brush myself but on several occasions I've heard good things about them. They are well thought of as an excellent value and are a very good brush for the money. I don't have any first hand knowledge with the brush, but from what I've read I suspect Chuck is giving you good advice. In the $30 - $40 price range I see these and the Whipped Dog brushes often recommended and to a lesser extent the Franks brushes.
The HIS synth may fit with what you're looking for. It is unnaturally soft and has a good backbone. The con may be the huge handle so you may be better off looking at other high end synthetic brushes.
Semogue barbear classico mistura. Once broken in soft as a badger, but with the best backbone on the planet.
You can try a mixed badger brush,it's something between boar and badger At 24mm it will be a nice experience.
Whipped dog can also take a silvertip and set it deeper into the handle, which increases the backbone a lot. I have one done this way for face lathering.
Vulfix 404. I use mine a whole lot lately. Part boar, part badger, all awesome. The one I linked to is at Bullgoose but they are available on other vendors, Phil was just the first one I clicked. Make sure you get the mix, there is a pure badger only also.
Black badger is your ticket! Has the softness and ease of blathering but is also stiff enough to exfoliate and not turn to wet noodles! !
For some time now I've not been a fan of any badger brush, as I really like the backbone of my Omega boars. However, I just re-knotted an old Ever-Ready brush with a TGN "best" badger, because I thought it was time to try something different. As it turns out, this has proven a very good choice. The best knot is 22 X 62 set @ 54mm and it's working very well. It has the soft tips you'd expect of a badger brush, but there is also plenty of backbone, and the brush is a joy to use. While a synthetic may be perfect for you, a "pure" or "best" grade badger may be really good too and as you move down the badger scale, the price is generally better as well.
