Alrighty I'm saying 16 because ir is so completely covered in the original colors, it may commemorate the death of a president or some other Hi Meaning happening in US history

Oh, #16 is not as valuable as #15
But it would qualify as 85% MINT... :D

I'm no expert, but I'm going to go with 20, 12, 14, and 8in descending order. Can't see much of 8 but it looks like a corn on the cob motif. Can't tell about the blade.

Bill wouldn't hide the MOST valuable razor....WOULD HE???
    Hmmm
The kernels on the cob are VERY crisp...So maybe???

    I thought a tang would be a clue...BUT I don't see it

Here are some simplified categories, drawn from the book Celluloid handle Guide for Straight Razor Collectors by Robert Doyle.

    Pleantiful
    Common
    Scarce
    Very Scarce
    Rare
    Very Rare
    Only One Known
    One of a Kind

    In the pic I provided,
    11 are scarce
    3 are very scarce
    5 are rare
1 is "only one known" and that means there are actually at least two of them cause I have one too.

#13 is very scarce, so y'all ain't doing too bad

Well, I think #12 and #2 fall into Scarce, simply because of how often I've seen those patterns in my short time of straight shaving. There are a few pairs of identical (save for colours) scales, #11 & #20 and #9 & #19 (#17 also? I can't really make out the pattern, it's too pink!), so because you have duplicates I'm going to guess they are in the "scarce" category as well.

I say #1 because the blue tint is rare and highly sought after. Or, perhaps #14 because it was owned by Admiral Stockdale, (Ross Perot's choice for Vice President) who lost it the day before the Presidential debate and was left a mental invalid. When it was his turn to speak, he looked at the audience with a blank expression and said, "Who am I and why am I here?"

That was the end of Ross Perot...
