Yes but, according to them, they're doing it for your own good! They know the battery is getting weaker so by slowing it down they are reducing stress, thus allowing you to keep your old phone going longer. In case you're wondering - that was their actual explanation.

Not my problem. I got the free battery replacement to solve the problem, and it only cost me $30. In Apple terms, that’s free. Small price to pay for not handing over all your privacy/data to the CIA (i.e. Google) I guess. They’ll just have to settle for most of it.
