I find going true E-W or W-E on the neck is like entering the Forbidden Zone. In my case, I try to pull the neck to the side and use a NW/SE stroke on my left side and NE/SW stroke on my right side. This technique has served me well.

I like Canoe. The one cologne that worked well for me was Calvin Klein's Eternity for Men. I always was complimented when I wore it. No other cologne gave me that much notice. However, I usually don't wear cologne anymore.
