Could be. There's a real oddball Brazilian (Argentine?) one- New SC with safety bars and Goodwill posts. This one looks like they started with a New LC blank, punched out for the Goodwill studs, but went with a standard OT/NI cap instead. Part of me wonders if it is a prototype Tech similar to the US New LC-based one that was on auction a few months back. I'm really thinking that there was this weird period in the 30s where Gillette's major plants were tooling to convert the New assembly lines from OC to SB. As I said then, it would make sense, especially if you saw the Goodwill as a way of clearing OC razors out of the warehouse. Going down that line of thinking, the English FB and RFB Techs are probably the legacy of that move. In the US and Canada, however, these razors were more of an evolutionary dead-end since management skipped straight to a variation on the stamped production process used in the TTOs.
