It looks like someone has taken to using sandpaper on it, in the past. So, i would restore that blade. It goes fairly fast, if you arent looking for perfect. Because you have so, not much, deep pitting. Start with 230 grit wet/dry paper, work your way up to 2000-2500 grit. Just cut small pieces, off and sand with water. Should look great when done.

Nice drawing, and concept. But, I've never seen a picture of one in person before. Now, the Rubberset 400's have a ferrule that screws off, with the knot. But, it looks nothing like that drawing.
