If I remember correctly, it has been a while since I used my Williams. It needs loads of water to really make a nice lather. I think I used to leave mine soaked for s while before even attempting to make lather. But once you master it, it is a really nice soap.
I used to "bloom" my soaps, but now eschew the process. I never have an issue getting a terrific lather from my tallow Williams soap.

(Face & Head Shave) Greetings, A close comfortable face & head shave to start April off on a high note. Everything in my shave set up paired together superbly. The Yaqi Mellon razor head doesn't seem to be fussy what blade I've pairing it up with the Voshkod TC is no rule to the exception. A superb non-aggressive combination smooth efficient shaver which is a pleasure to use. The Nivea Men Originals shave cream never fails to provide me with a super protective slick lather leaving a good post shave feel.
