I have had some luck in Indian grocers. I found some blades in an African market. I normally check out the Beauty Supply stores. Google Indian grocers. I would think you would have some luck in DC as I have found Dettol and Godrej here in Charlotte. I found Godrej Lime at the new Patel Brothers near me. Thyey appear to have stores in your area. I hope this helps. http://patelbros.com/ourstores.html
You can get some stuff that is out of the norm. South Asian and east indian stores often have great rose water if you use rose cream. Even if ya don't, is nice stuff. I have picked up clean medical grade lanolin quite well priced which is sort of cool. I have even shaved with coconut oil I have picked up - there are other oil options that may be nice too, like Shea nut butter - great stuff! I have hardly ever found any decent blades or razors or suchin the ethnic markets - but they have typically been food or kitchen type places.
Asian food mart/general store types yield the best results for me. All kinds of interesting things I've never heard of. One Grecian store I know of that stocks some awesome soap. Indian stores usually turn up plastic DE's and the Old Spice stuff. Mexican stores are great for discontinued things like the old Skin Bracer line, Shulton Old Spice, glass bottle Pinaud, etc. The best luck I've had is at Carib/African/HooDoo/Voodoo stores. All kinds of interesting scents. One store near me has literally hundreds of different small maker scents that run the gamut from Rose Water, Bay Rum, Kananga Water, Florida Water, Vetiver, Orange Water, etc. For two or three bucks a bottle I usually clean up pretty nicely- plus they usually stock the old standby's like Hoyt's cologne and Caswell Massey stuff.
