I really like the Crabtree & Evelyn balms. They do seem to be a little oily but I don't mind as I just spread it around on my face until its gone.
Real shave company isn't bad. Absorbs quickly and is not greasy. Lubriderm men's 3 in 1 is alright but it can be a little greasy.
Baxter of California is my favorite ASB. It doesn't have any alcohol, has a little menthol and is very moisturizing.

I think my favorite is either Juicy Couture or Proraso Pre/Post Cream (does that count as a balm or is it in its own class?) I also took a liking to Shave Works Cool Fix and Jack Black Post Shave Balm.
I like the following after shave balms (random order): Col Conk "Almond," Nivea, Mary Kay Gel, and Burt's Bees
