Omega (in Italy) used to sell fancy, lightweight, plastic ones. I think Merkur and Edwin Jagger sold higher quality handles.

It's been a while since I bought from them but I don't remember their shipping cost to be too high and they delivered pretty quickly.
I have been successful finding Track II handles for amazingly low prices in travel razor kits at local discount stores. Got a stainless steel one, and a silver plated one, both were less than $5- including the travel kit with a case. Some super deals are out there. I admit that availability of these is a toss-up. I have a Merkur, Aramis, generic Taiwanese and a few others. The Ralph Lauren and Gucci's look good. The Gucci's are split between a high end model and a freebie from whoever held the fragrance license. Avon did several versions too.
Ever see the Bump Fighter razors? The handle is made in two versions a rubberized grip and an all metal handle. It has it's own single blade carts and will take Trac2 carts as well. I own a rubberized handle and it works very well.
