I'm partial to RazoRock and QCS (the cream) for slickness. But, both are technically soft soaps, not creams. There is a very slick cream marketed just for head shavers (with a name something like that), but it doesn't lather.

Knowing my dad he wouldn't like to load a brush using soap. He'd like the simplicity of cream. Well, at least starting out using a brush until he got the hang of it.
I DE head shave several times per week. I've used C.O. Bigelow creme, VDH glycerin soap, Stirling soaps and Palmolive Cream. All work equally as good and are slick enough with a good brush lather. Your dad might enjoy a good scalp lathering.
I will second this. It is not a lathering cream per se but it is VERY slick. If you look they have a rebate tag on some tubes for up to $9.99 back which means you essentially get it for free. I picked some up a while ago at a CVS Pharmacy. I use it occasionally for a pre shave wash.
The Cremo® sounds a lot like the old style "brushless" shaving creams and might be ideal for your dad's purposes. "Directions for a dream shave: Rub your skin with the hottest water you can stand for 30 seconds (in the shower works best or use a hot towel). Leave your skin wet: Cremo Cream is water-activated. Lightly coat your skin with an "almond-sized" squeeze of cream. Less is often best! Add a few drops of water to make and keep it slippery. Shave." These days I like it best as a preshave, but when I was younger I'd often use Noxzema as a brushless cream if I was pressed for time. Same thing - just rub it into some wet whiskers and shave it off. Super slick stuff.
