It is a razor they had at Kickstarter some years ago that brought quite a bit of hype but never turned into a good product.

EDIT: The project is still running at Indiegogo: https://www.indiegogo.com/projects/the-skarp-laser-razor-21st-century-shaving/#/updates/all

They begun raising money in 2015 and still today they do not have a usable product. If you look at their promotion video you notice two things: 1. The laser is struggling a lot to cut a few single hairs. 2. All men are unshaved.

EDIT2: Looking at the comments at Indiegogo, people are tired of not getting any update on the progress and most think the whole project is a scam.

There is some arguments why this system will never work as intended:
    1. You do not get a strong enough laser with just a simple battery. The razor will be inefficient.
    2. With this design, nothing prevents the laser beam from going "too deep", meaning it will get absorbed by the skin without cutting any hair. For a close shave one would need to perfectly keep the angle without any feedback, like a normal blade gives.
    3. Hair will block the laser from reaching more far away hair.

Accordingly lasers can only cut through dark hair. Also, this razor doesn't work.

I'll bet if it was made a bit wider it would make a nice cheese slicer, but then my wire one works great
