Actually, there were dry shavers that worked sort of like this, the Roller Mini and the Vestpok. They had a screen cylinder with a single edge razor blade inside. As you rolled it over your face, the beard would stick through the screen and the blade would chop it off. Mine don't work well at all, but the blades are specific, hence vintage. They could be too old to use.

I'm not really sure how the Roto Shave differs from, say, a Remington.

My questions would not only be how well it works out of the box, but how well it works after you've used it for a couple of months, and how much you're going to end up paying for new cartridges. Not going to pay over $100 to find out.

Good point. It might be fun to give it a test drive but I wouldn't because of the initial cost, the new cartridge costs, and the battery or even the entire unit completely stops working.

For a second I thought it was going to be good family fun, then I read this:
Q: Can my wife use my razor?
A: No. The Emjoi Rotoshave is men’s shaver and not meant for women.

How can a razor ONLY work on the face?

Then again it has some stellar reviews like this:

I am very happy with this razor. It is without a doubt the
finest razor I have EVER used.

All the comments here were funny. Then i went to the site. That looks quite dangerous lol!

Doesn't look like there is more then a few wires separating that thing from lopping off my lips at an "amazing 270 strokes per second"!
