My wife surprised me with an early birthday present tonight that she found at an antique store! I know the razor is a SE Gem Micromatic, but I've never seen a brush like this before. I've never used a SE razor, but it could be a fun adventure!

I wouldn't use those red devil blades for anything else but scraping. Get yourself some GEM/Personna blades from Walgreens or CVS. I have that razor and it is my favorite of the Micromatics.
The razor is a Micromatic Bullseye razor, also referred to as a bullet tip. The brush is a Barbers neck brush, which could be used to wipe away cut hair or to apply talc.
That brush looks like the type of brush a barber would use to clean off you neck after your haircut and neck shave. They would sprinkle a bit of Clubman Talcum powder on it and brush you off, leaving you clean and refreshed. Few barbers do that today.
Just got this from my mother in law to go along with the other barber brush! It's labeled as a "Handy Duster" and created by the McKim Electric Company. Looks like it has a hollow handle that you fill with talc and then a button that releases the talc into the base of the brush hair!
