Kind of apples and oranges. There's a big difference between an oil and a cream. That oil is going to be similar to an olive oil, whereas the preshave cream is going to be similar to Noxzema, if that helps. If you feel you need a preshave, either style will work. But what works for you is entirely YMMV.
That's like asking whether a Ferrari is better than a Rolls Royce. Each product has its admirers and detractors. Each is very good for its type, but they are different types of pre-shave. Personally, between the two, I prefer the T&H, because I prefer oils to creams, but it's very much a YMMV kind of thing. For what it's worth, I prefer other oils to T&H. The Gentlemens Refinery is one of the top ones - probably my favorite among marketed pre-shaves. However, as a class, I find pre-shave oils to be among the most overpriced shaving products on the market, since they are comprised of raw ingredients that sell for a lot less when purchased individually. Pick up a bottle or two of good oils at Whole Foods (jojoba, almond, etc.) and do your own experimenting. Or there's this, which IMO holds its own against any pre-shave oil on the market, and costs a fraction of any of them. You'll save a lot of money either way. Another FWIW, I have given up using pre-shaves altogether. I have found I just don't need them.
