There are lots of folks around who do excellent restorations. My suggestion for you is to check out some of the restoration, workshop, showcase, etc. topic forums. Look for the threads where people are showing off their restored razors. Find who's work speaks to you, and then look for them on the "Services Offered" section of the forum (usually associated with the classifieds or market place section). There are MANY folks who frequent the various shave forums who do astounding work...
