But to answer your actual question - YES, if the spring is there in the back and the two notches are there to hold the blade then $30 seems like a great deal to me.

The early lather catchers are not easy to find & with the tin and blades it looks like a pretty good deal.
And..actually you woudn't...because the second half of the handle on your Star razor is the stropping handle where you fit a wedge blade and then just strop it over some leather
