There's a product called Perfumers Alcohol - 200 Proof. The next step down is Everclear at 190 Proof. I don't know if that 5% of other than alcohol in the lesser will keep oils from dissolving. Dad's a chemist so I'll have a discussion with him about emulsifiers.
Ethyl alcohol is hygroscopic. Pure ethyl alcohol will absorb water from the air until it reaches 190 proof. Perfumers alcohol is an ethyl alcohol blend that has been denatured (made toxic to ingest) and can be sold without paying liquor tax. For all intents and purposes, 190 proof is essentially pure.
