@jimjo1031 suggested some of these to me for pen refilling I also had a bid on these, with apparently a huge reserve. Nobody else wanted them, so the seller offered them to me for the base bid. It works out, even with shipping, to about $5.25 per razor, so I don't see it as a loss.
And how does one know that it is a military issue brush? is there something on the bottom of the brush or a reference I can find out about?

From what I gather, these were manufactured for the military and couldn't be sold publicly due to the omission of sterilized that was mandatory on all publicly sold shaving brushes due to the potential of contracting anthrax. Sterilization of brushes was mandatory after the early 1920's; hence you can narrow down date of a brush whether it is marked "sterilized" or not.

I took a chance not knowing what it was .... Well it appears to be a Rotbart 5031 I've wanted one, but always seems high in price or terrible condition.
Most of those Rotbarts are peculiarly constructed. If yours is like mine you'll find a plated brass top cap, a horrible Zamak bottom plate/guard, and a handle with a Zamak neck and plated brass from neck down.
