The speculation was that machinery went over seas and is currently producing much of our present day blades. Keeping old machines tuned is an art. Some artist are better than others and care about the details.

The only DE blade makers in the US is persona, everyone else sold their equipment to Eastern block and Asian countries. Sometimes you will find Gillette platinum blades in the US that are made in South America and you can tell those blades becauae they come in 3 packs.
In very generalized terms mild razors will highlight the difference between sharpness of blades in the way they shave whereas aggressive razors that spread in performance will be much less from a very sharp blade to duller one.
