    Well there are some people in that region already and some towns. I'd have to get a map of the actual area to try and see just how barren it is. One theory as to why they are making the offer is to try and boost the population since China sits right under it with millions and millions of people. Putin and his friends seem to think they are a bit vulnerable should China decide they want some frozen tundra.

    Yes, unfortunately Mr. Putin has a bit more of Brezhnev in him than most would like. Though Brezhnev advocated intervening in other communist countries to strengthen communism. Putin uses the same kind of thinking to try and begin putting the pieces of the USSR back together. We were hoping when he first rose to power he'd be more of a Gorbachev. Nice day for a parade it looks like in your pic! Sun and no snow....must be that period in Russia between August 1st and 4th.
