After I shave, normally either apply noxzema cream for about 10 minutes then wash off.
Cold water rinse. Witch hazel. Aftershave splash. Balm.
Alum if needed.
I often mix the aftershave and witch hazel together. That goes on first followed by balm. I've used alum once and didn't care for it.
Cold water, splash, and Cremo Face Lotion while driving to work. I often forget the lotion.
I make the time:
Alum (if necessary)
Brush teeth You asked...
Aftershave or Cologne
Warm towel to wipe away remaining lather and then apply thayers liberally. Clean/rinse scuttle brush and razor. Strop razor. Dry razor with micro fiber towel. Take a shower then apply aftershave while dressing.
Everyday. Time permitting or not.
Cold water rinse*
Either WH or and ASB
*in the summer our city tap water doesn't get cold enough for my liking, so I'll rinse from the tap, then follow up with a splash of ice water kept in a bottle in the 'fridge.
As far as "given the time," if I don't have time to enjoy my shave my way, that includes post shave, I don't shave.
Rinse face, clean brush and sink the splash on aftershave.
Ice water rinse
Warm water rinse, to get the soap off.
Cool water rinse, to close up the pores.
Then one of my aftershaves.
Cold water rinse, Proraso Pre Shave, blend of after shave with Thayers Witch Hazel without alcohol.
Cold water rinse, wipe of soap with cold wash cloth, witch hazel, unrefined shea butter, aftershave, then cologne.
Cold water rinse, alum, witch hazel, after shave balm.

Really simple, cold water rinse, after shave. That's it.
A shower. Then aftershave.
Well, since nobody has mentioned it yet, my favorite post-shave ritual is...
