I had wondered that as well. But then, I'm not sure I know anyone stranger than I am.

I'm not sure. But going by the sentence itself, it would seem that you have to be towed first. Now, hooking an actual person up to a tow truck is a whole other matter.

 

...unless they are using roller skates or a skateboard.
