    I got those too. Stretch that skin or try a different direction on the neck. Mine grows every which way so i attack at different angles.

    The problem a run into is the grow nearly parallel to the skin, and way to feel them/cut is when the bottom chin/neck is loose. Which I can do fairly well, with my Rockwell and Gillette Heavy.
