Well, like everyone I was hoping to gain a beautiful razor and bragging rights. The scales were the ‘hedge’, and unlike the blade, they appeared to be OK in the auction images. The blade might be bad, but if the scales are good I win, somewhere down the line. And that’s what I got, no complaints.

Sorry for the slow reply Bill, the scales were certainly a hedge - the blade was not well photographed and could have gone either way, but unfortunately the rust is deep, it isn’t that light powdery surface rust. I didn’t know this when I bought it of course, but the scales seemed like they were worth a modest bid by themselves, and they are. Tip for photographing tortoise, put a piece of aluminum foil, shiny side up, between the scales to reflect light back through the shell. If you look close in the images above, you can see the edge of the foil that I used.
C-Mon Blackie It is on the way. $18 well spent, or possibly down the drain?? This one is a crap shoot. The photos showed some corrosion. The area that worries me is in the middle of the blade, near the bevel. It could go all the way through. This kind of reminds me of @Steve56 , and his CV Helj, but without the Tortoise Shell scales. It might be salvageable, I don't know. Feel free to comment, positively or negatively.
