Assuming that thee Law of Conservation of Matter applies to the Incredible Hulk, then either the Hulk must be ultra-light or Bruce Banner must be super-dense.

 

Or.... maybe in becoming The Hulk, he takes matter from the surrounding area (or the air) and incorporates it into the big green guy. Then, in turning back to Bruce, looses it in the form of energy... perhaps as infra red.

That's a good question. It's a perfect topic for them. I can only surmise that the writers never thought of it.
Here's another thought; How far off the ground do you have to be, before you are in the sky? And does it count, if you are indoors?
