Japan didn't enter WWII until 1941 if that is what you are getting at. Time frame for it correlates to the Autostrop model it is a knock off of which is theVC2. The VC2 was produced worldwide from 1929 - 1939 and from 1939 - 1941 in Australia only. This razor being produced in 38 or 39 first and called that to take advantage of the positive publicity of the flight is certainly a possibility.
My understanding from the very few images online is that the head of the Busch Flexi and the Apollo are the same, which would indicate some sort of collaboration between the two companies. The piece of handle that came with mine looks like that of the Flexi and the middle plate also separates. I've been told that the middle plate on the Apollo does not separate. Darwin Popular, lesser known than the fancy versions, mint Gleaner with its cap (the Eclipse is only there for size comparison) and a 1 of 1 Swing with swivel lock and built in strop(?).
