It certainly needs to be cleaned up a bit but seeing how rare these guys are I don't mind that one bit

Oh you get paid but if there is a dispute of any sort from the seller, Ebay comes back and takes those funds until the dipute is resolved.

Well, technically they separated last year and are now two independent companies - with some strings that runs out in 2020.
I'm not completely clear on the stake eBay retained - if any - in Paypal but it's now a separate, publicly traded entity.
