Looks more like a Swee-do to me. The way the lettering is spaced is more like the way the Swee-do was marked "SWEE-DO" on the left, and "PAT. PEND." on the right. Where the Cooper was marked with "COOPER" on both sides. https://theshaveden.com/forums/threads/its-a-sweedo-not-a-speedo.58537/
If you swap out the top plate you may be able to use it; the handle looks great. PM me, if it needs a new home.
It is usable. Some use a hole punch on the blade to match the center post, others just tighten it down on the blade and it fits. Also if the Swee-do is anything like the Cooper, the Yaqi/IB Sloc head fits on the plate nicely. Swee-dos come up less often than Coopers do and are probably more sought after (Enrico-Case in point)... The tell it is Sweedo is the handle. The Cooper handles have knurling between that bottom nut and collar. Also as far as a blade goes if you have a hand nibbler or good enough paper punch you can modify a blade easy enough to use in it.
